Business needs a small computer network installed

I'm not a big computer network expert, so let's see if anyone out there can help me out. A friend of a friend has a small business and she needs a computer network set up...only about 8-10 pc's to share. What is the cost involved, and how much time would this take? What network software should be used? What about privacy issues?
